Complaints to the Northern Marianas Housing Field Representative Barrie Toves for Rota Subdivision now renamed Blue Bay Homes and taken around the world onto property owned by the whistleblower Mrs Kesha Cassandra Pitt and Kesha Rona Coggins has lead to the rep being charged for fraud and deception just one years on and CUC utilities company that launched the dispute between the two in escalate to withheld CUC reimbursement payment checks issued by Northern Marianas Housing. Later, increased from the constant amount of $141.00 to $146.00 indicating that there was not only someone else who cashed the checks in her absence while stranded on island Guam from July 2013 to May 2014.
Charged with Fraud &Deception by Saipan police Department, Toves in-sighted in withholding the checks would reveal some 25 other checks appearing on his desk for over a year until, Mrs Kesha Cassandra contacting the Northern Marianas Housing with the complaint against his then efforts to deny her month receiving the check even involving the Rota police on several of her visits to the rep office Rota. One year on and CUC appear to have come up with the need to reduce and altogether remove leak charges that increased her utilities bill by some $90.00 or more per $2 to $7 usage, $10 customer service fee and water $2 to $9 totaling $25 per month from July 2012 to Disconnection on the basis that the outstanding bill of $751 reduced to $541 after $200 was added just days after Jan 2013 disconnection.
No monthly fee of even $25 paid to CUC would leave a remaining unpaid bill of $541 which the Northern Marianas Housing Corp. When requested to have a copy of the checks by the Saipan office rep handling the matter of coming up with checks that Rota's new rep alleged were not cut at all since June refused and left the office for the day. The addition uncased two checks combined totaling were issued in the amount of $290 were also taken by the Northern Marianas Housing Rep but no real explanation for why they amount is shy of the alleged December 2013 termination from the program amount. Which led up to 6 months and not two months worth of $141 check reimbursement checks issued. $846 approx in total still remains unpaid.
The notification of termination listed clearly that termination was on the grounds of no utilities and mains connection and therefore CUC over billing aka leak charges directly linked to homelessness and loss of Section/HUD housing voucher. The$1045 rental SECTION VOUCHER even after December's so called termination (the notification lists "not power or water connected as the reason form termination of a section 8/HUD housing voucher and no real or legitimate reason was provided) then he has also stolen some $6270 and $7315 if you include his collecting the December rental amount for a so termination month that did not list a date prior to the 15th December 2013 which amounted to an additional $1045. By July 2013, isolated and cut off from the Northern Marianas HOUSING ASSOCIATION BASED IN SAIPAN, TOVES AND TOVES ALONE HAD FREE RUN OF THE ROTA SUBDIVISION AND THEREFORE PAID NO MONIES ELSEWHERE OVER HIMSELF.
The grounds for termination only appear to be an attempt to cover up CUC reimbursement checks and CUC leak charges over billing. Now the Feds call for CUC placed under receivership and cited for contempt. Leak charges on the CNMI islands alone amount to $220 million in over billing and charges.
